Laura: “Colonel Tigh was right. Rioting broke out on a cruise ship when they reduced water rations. We need to demonstrate an ability to maintain order; we need to do it now.”
Bill: “We don’t have the manpower for fleet security.”
Laura: “You have the only armed, disciplined, force available.”
Bill: “Yeah, but I’m not gonna be your policeman. There’s a reason we separate military and the police: one fights the enemy of the state, the other serves and protects the people. When the military becomes both, then the enemies of the state tend to become the people.”
Laura: “I appreciate the complexity of the issue. And I won’t let that happen.”
Bill: “I’ll send troops to the cruise ship.”
Laura: “Commander, I won’t let that happen.”

I love the assurance she gives him, and how hesistant he appears to accept her claim, and how she comes right back with this underlying strength and conviction that she won’t let what he fears come to pass. It is such a subtle, small hint of how Laura would become a force to be reckoned with throughout the series.
